The Matrix is basically a magical space robot orb and its abilities are never clearly defined, so categorizing its progress will be a bit complicated. According to robot legend, its the captured essence of the Cybertronian god Solomus, the god of wisdom. It holds the ancient knowledge regarding the Guiding Hand and other robogod stuff that would otherwise be lost, and communes this with the bearer.
It also holds life giving properties, with a vast pool of energy with which it can heal any Cybertronian wound and create sparks (enough to double Cybertron's total population and then some). This life energy can also be used as a source of extra power for a machine (or the bearer itself).
Considering how the Matrix is already a potent item, its change will be a battle of wills (the bearer vs. its own) rather than any noticeable increase in power. It's highly unlikely any of its bearer's activities will put a dent in its energy reservoir.
Physical Information: The Matrix is carried within Nova Prime himself, in a cavity specifically designed to hold it. It sits somewhere within his chest armor. The crystal orb can fit within a robot hand so it is most likely 2-3 feet in diameter. The case itself is closer to ~8 feet wide with the handles included. These are all rough estimates.
So despite all the vague ambiguity in canon, here's a rough outline of what is planned for its progress. The phase marked in blue is the current phase.

- Life energy: the ability to heal any Cybertronian injury or revive/create a spark
- Mental: The Matrix's life energy is reserved entirely to its own will.
STAGE II (+)
- Life Energy: Healing powers extend to organic species. Any ailments or injuries can be healed with exposure to its energy.
- Mental: Communing with the Matrix can coax it to use it's healing and life-giving abilities when the wearer desires.
- Life Energy: Heals the ailments of injuries of synthetic and organic beings.
- Mental: The Matrix become more engrained into the bearer's psyche. Using the its healing abilities becomes more natural.
STAGE IV (+++)
- Life Energy: Dead organic beings can be brought back to life similar to reviving a spark. Creation powers begin to extend to other species as long as there is a template.
- Mental: Further embedding of the Matrix into the wearer's mind. While using its Life Energy is as natural as changing shape, actions considered heinous by the entity inside causes minor to severe mental discomfort to the wearer. Everything from headaches to full blown nightmares and visions can result depending on the severity of the deed.
- Life Energy: Creation, Revival, and Healing covers all forms of life.
- Mental: Although using the Matrix's more ample life energy is as natural as cycling air, but it is now physically difficult to resist its will. The wearer is essentially one with the energy inside, including its entity.
